Steve Ellis is seen telling 25-year-old Ji Hye Kim, a refugee claimant from Korea, "if we do things on the side, that's OK". A South Korean refugee claimant testified she was “nervous and shaky” when an immigration judge allegedly offered to approve her application to stay in Canada in exchange for sex. “I didn’t know what to do,” Ji Hye Kim said Tuesday about her encounter with Steve Ellis in the September 2006 meeting at a downtown coffee shop. Kim and her boyfriend surreptitiously videotaped the meeting arranged by Ellis, who was immigration board judge on her refugee claim. That videotape was played Tuesday in court.
